Some dishwashers have a third level dishrack that is positioned near the top of the dishwasher tank above the upper rack. This smaller rack is often used for utensils that can be placed flat on the surface of the rack. If the third level dishrack rollers and support rails are in good condition, it's possible the dishrack itself has become damaged or misshapen, making the rack difficult to slide in and out. Inspect the dishrack for any damage and replace if necessary.
